A real estate agent who shot up his own house to get his money’s worth said that the shooting incident was the latest example of how the United States and Vietnam are at war over property rights and the rule of law.
Kha Thanh Pham, the owner of the house on a hill in Bangkok, said he decided to move out after a disagreement with his landlord who wanted to keep him out of the country.
He said he and his family moved to the country after the war ended in 1973, when Vietnam signed a peace treaty with the United Nations.
But the treaty was never ratified by Vietnam.
Khe Thuan, a lawyer at Pham Law Group, told the Associated Press that the U.S. has no jurisdiction over property in Vietnam, which was under a de facto embargo during the war.
The U.N. Convention on the Law of the Sea prohibits the United Kingdom from using force to enforce international law and also restricts the United Nation’s jurisdiction over territory that was part of the United Socialist Republic of Vietnam (USV).
Khe Pham said he was surprised by the incident when he saw the building on the hill and the notice that it had been seized by the government.
He said he believed he was breaking the law and wanted the government to compensate him for the damage to his property.
«I am not a criminal, but I have been charged with the crime of breaking the property law,» he said.
Khao Thuan said he had been negotiating with the authorities for months over a sale of the property to pay back his debts to Vietnam.
He told the AP he could not afford to pay off the money he owes.
«We are a little desperate to get out of Vietnam.
I am just living on the back of a boat,» he told the news agency.
He did not immediately respond to a request for comment from the AP.
Vietnam’s ambassador to the United State, Nguyen Phu Trong, said the country was «deeply saddened by the shooting incidents in Cambodia.»
He said Cambodia had asked Vietnam to take the matter to court, but Vietnam had refused.
He added that Cambodia would continue to cooperate with the investigation.
The U.K. embassy in Cambodia did not respond to an AP request for an interview with Thuan.
